Sebuktegin was a governor of Ghazna, in Khorasan, for the Saminids in Khorasan.  He started the issue of Yamini Dirhams from the town of Farwan in Eastern Afghanistan.  The shape of his dirham was most likely derived from the Hindu Shahi kings in the Kabul area.
